Neutron Governance Update #03
Welcome to the latest instalment of the regular Neutron Governance update.
There are currently 5 live on-chain proposals, however, only 2 of them need attention and 3 are potentially malicious.
Unfortunately, Neutron governance has been hit with several spam proposals in recent weeks, as has been the case on many Cosmos chains. Steps are being taken to warn against interacting with these proposals on the governance UI, but please exercise caution when interacting with proposals on the Neutron governance page. The Neutron airdrop finished on 3rd September 2023 and there will not be another airdrop, so treat any proposal referencing a Neutron airdrop as spam and potentially malicious.
Governance Overview
On Neutron
- Props 18 & 19 are the only genuine proposals live on-chain currently; summarised below.
- Props 17, 20 & 21 are all spam proposals containing malicious links and should not be interacted with. There is no Neutron Airdrop and there will not be a Neutron Airdrop,
On Cosmos Hub
On the Cosmos Hub there are two live proposals currently:
- Prop 839: Fund 2024 Hub development by Informal Systems and Hypha Worker Co-op.
- Prop 842: Adopt the Skip Block SDK.
One further significant Hub proposal also passed recently:
- Prop 835: Transfer unclaimed NTRN airdrop tokens to Cosmos Hub.
The passing of this proposal with 99.1% approval saw 42,727,950 NTRN tokens transferred to the Cosmos Hub Community Pool. This transfer gives the Cosmos Hub community a significant say in the future direction of Neutron, and adopts the “Do no harm” and “Cooperation” rules for use or deployment of these tokens.

Neutron prop #18 — Technical Omnibus
Proposed by Hadron Labs, the core team responsible for maintaining the Neutron Codebase, the proposal recommends numerous technical updates/upgrades to optimise the Network.

Neutron prop #19 — Make Neutron Timewave’s Home
This proposal is for Timewave to enter into a long-term, incentive-aligned partnership with Neutron, which would lead Timewave to work on endeavours that are value accretive to Neutron, including the Rebalancer, Covenants, and public goods funding infrastructure.
Timewave’s first proposal did not reach quorum due to a number of technical difficulties, which presented an opportunity to refine the proposal and incorporate constructive feedback from the community. The token request has been cut in half and the duration reduced in a commensurate manner.
Timewave will also coordinate with Hadron Labs to provide custom work to facilitate the onboarding of strategic partners.

The Neutron Forum is the best place to voice your opinion on governance matters:
- Nolus Protocol has signalled intent to launch on Neutron and bootstrap initial liquidity of a new NTRN/NLS pool on Astroport.
- The Neutrality Upgrade is scheduled to go on-chain imminently. The detail and initial discussion of the proposal is already on the forum.
- Draft Proposals with initial discussion of the two live on-chain proposals 18 & 19 remain open for comment.
How to participate in Neutron governance
The decision making process on Neutron is open and permission-less. Anyone can deposit NTRN in a voting vault to obtain voting power — in fact, if you received the NTRN airdrop or participated in the launch event, you already have voting power from locked tokens.
Your voting power is limited to the amount of NTRN you have in the vault at the time a proposal goes live.
